Telegram
I have concluded protectorate treaty with the King of Togo and his chiefs.
Their territory stretches to the east of British territory until Little Popo. Main places are Lome and Bagida. Heinrich Randad has been appointed provisorical consul, and the British official stationed at Ouittah has been informed.

I have hoisted the Imperial flad in the stretches between Bimbia and Klein-Batanga. The chiefs of Gross-Batanga, located further to the south, have signed a treaty with France. In Benita I have hoisted the flag, yet it is doubtful, if older French claims on the southern bank remain valid.
Visited Gaboon to consult the French governor over the events.

Nachtigal's actions to the south of Batanga seem, according to a telegram I just received from him, to collide with French claims. If this is the case, we will not uphold ours. Please communicate this to Mr. Ferry.
