I ask you, based on the attached draft, to formulate a note to the government to inform it of the areas on the west coast of Africa which have been, until now, placed under the protection of the Reich.

Draft to a Notification

In order to more effectively safeguard German trade on the west coast of Africa, the Reich government has placed a number of areas on that coast under its protection. This has happened based on treaties, concluded with 
independent chiefs, partially by consul general Dr. Nachtigal, dispatched to West Africa, partially by Reich subjects which have acquired certain territories by treaty from independent chiefs.
In consequence of this, on the Slave Coast the Togo area with the places Lome and Bagida, in Biafra Bay Bimbialand with Nikol Island, Kamerun, Malimba except its northern part, Klein-Batanga, Plantation and Criby, and 
in South West Africa the coastal stretch between Cape Frio and the Oranje River with the exception of Walfisch Bay have been placed under the protection of His Majesty the Kaiser. This has been documented by hoisting 
the Imperial flag and by the erection of border posts and with the explicit declaration, that existing, documented rights of third parties will be recognized.
The signatory has been instructed to inform the .. government of the aforelisted.
