Zanzibar, August 27th 1888

In the ports of the southern half of the territory under the administration of
the Deutsch-Ostafrikanische Gesellschaft, with the exception of Kilwa Kiwindji,
the flag was hoisted without any disturbance. In Dar-es-Salam the district
chief, Herr Leue, has already acquired a respected and influential position that
even the Arabs willingly accept his authority and he is in complete command of
the situation. In Kilwa Kiwindji the wali objected against the hoisting of the
flag, which the station chief so far did not do.
The most difficult task is that of Herr von Eberstein in Lindi. The place is
notorious for its slave trade; the Sultan himself had only exercised a
superficial authority and the town is entirely under the control of 8 wealthy
slave traders. Characteristic for the situation in the town is the advice the
wali gave to Herr von Eberstein upon his arrival, namely, he should act just
like himself, do not meddle with anything, otherwise the people could not be
handled.
Despite the difficult circumstances Herr von Eberstein hoisted the flag on the
16th of the month, already raises customs dues, and Captain Hartog praises his
prudence and tact with which he maintains his position. A quick reinforcement of
the police force in Lindi is urgently necessary, as the district chief is daily
exposed to the danger of an attack from the side of the Arab slave traders.
More favourable are the conditions in Mikindani; the wali has openly taken the
side of the Germans and does all in his powers to assist the district chief,
Herr von Buelow, in his task.
In general, in the places in the south the Indians and Banians look
sympathetically at administration of the Gesellschaft, while the Arabs take a
rejecting, partially even hostile position.
