Your etc. I ask most humbly to inform the government there of a note similar to the draft attached proclaiming the blockade of the mainland coast of the Sultanate of Zanzibar. I look forward to receiving a report on the execution of the instruction.

After the establishments founded based on treaties with the Sultan on the mainland coast of Zanzibar have been attacked by rebellious crowds of inhabitants of the Sultanate and of adjacent areas, under the leadership of local slave traders, the government of His Majesty the Kaiser has regarded it necessary to establish the blockade of the respective coastal stretches, and after communicating with the Royal British government the blockade has been proclaimed by the commanders of the British and German squadrons in those waters.
The signed has the honour to attach the text of the proclamation as published in the Reichsanzeiger of the 4th of this month with the suggestion to inform the concerned circles of it.
