Notification of the Imperial consul general to the French consul general 

Zanzibar, September 12th 1888

According to reports I have received from agents of the Deutsch-Ostafrikanische Gesellschaft in Lindi and Mikindani, a lively slave trade is going on there, and mainly by dhows sailing under French flag, which transport this contraband. The Arab dhow owners have their vessels measured by a French authority, then are given the right to sail under the French flag, which protects them from controls by British warships, which cross the waters around Zanzibar in order to suppress the slave trade.
Your Excellency will agree with me that this use of the French flag by the dhows is an abuse and a serious obstacle to the suppression of the slave trade, which is the common goal of all European governments.
