Malta 1964-1989

Independence had been declared in 1964, and a new CONSTITUTION was adopted.. In 1970 Malta signen an ASSOCIATION AGREEMENT with the EEC. In 1974 Malta became a REPUBLIC, thus Queen Elizabeth was replaced as Malta's head of state by a democratically elected president. Malta remained member of the British Commonwealth. In 1979 the British forces withdrew from Malta.
Prime minister DOM MINTOFF (Labour, 1971-1984) irritated the Europeans by speeches as well as by (cautiously) approaching LIBYA, which had suggested a federation of both countries. The main incentive for Malta was Libyan financial aid. The federation did not materialize, and Mintoff's successors gave up on that policy.
In 1989 US President George W. Buch and Soviet leader Mikhail Gorbachev met on Malta, discussing the world situation during the process that lead to the disintegration of the Warsaw Pact and the collapse of communism.
In 1990 Malta applied for full EU membership.
