History and Administrative Division .
1797-1802 Little Russia Gubernia. In 1802 established as Chernigov Oblast. Chernigov Gubernia bordered on Mogilev and
Smolensk Gubernia in the north, on Oryol Gubernia in
the east, on Kursk and Poltava Gubernia in the south, on
Kiev and Minsk Gubernia in the west. It was divided in 15 districts (Uyezds) : Borzna, Chernigov, Glukhov, Gorodnya, Konotop, Kozelets, Krolevets, Mglin, Novgorod-Syeversk, Novozybkov, Nyezhin, Oster, Sosnitsa, Starodub and Surazh. The Zemstvo Laws passed in 1864 granted regional self-government on Gubernia and Uyezd level; the regional administrative bodies are refererred to as Zemstvos. In Chernogov Gubernia, the Zemstvo constitution was introduced in 1865 (IEU). The Zemstvos were abolished in the course of the October Revolution. In 1918-1919 Chernigov Gubernia, except of the two northernmost Uyezds, was allocated to Ukraine, Mglin and Surazh Uyezds to the RSFSR (to newly created Bryansk Gubernia). Population . The population was 1,996,250 in 1883, 2,316,818 in 1897, and 2,746,300 in 1906. By ethnicity c. 85 % were Ukrainians, the remainder largely Russians; by religion the majority Russian Orthodox, with a considerable number of Old Believers and Jews. Economy . In 1885, 54 % of the area was farmland, 20 % forest, 16.7 % pastorage. Hemp, beets, flax, grain, potatos, melons and tobacco were the main agricultural products. In 1884 there were 587 factories with a combined workforce of 14,439 industrial workers. Leading industries were beet sugar production, distillery, textile industry, match production, oil mills, brick production, leather processing, sawmills (Meyer). |
