History and Administrative Division .
During the Petrine Administrative Reform of 1708, a first, larger Kiev Gubernia was established; in 1781, Kiev Namestichestvo (with a smaller territory)
was established, which in 1796, following the Third Polish Partition, was established, with most of its territory having been acquired by the
Russian Empire, from Poland-Lithuania, in the Second Polish Partition
of 1793. Kiev Gubernia bordered on Volhynia and Podolia Gubernia in the west,
on Kherson Gubernia in the south, on Poltava and
Chernigov Gubernia in the east and on Minsk Gubernia in the north. Kiev Gubernia was divided in 12 Uyezds : Berdichev, Cherkassy, Chigirin, Kanev, Kiev, Lipovets, Radomysl, Skvira, Zvenigorodka, Tarashcha, Uman, Vassilkov. The Zemstvo Constitution was introduced comparatively late, in 1911. In the course of the Russian Revolution, Kiev Gubernia became part of Ukraine. Population . The population in 1810 was 1,066,000, in 1840 1,586,000, in 1867 2,144,300, in 1885 2,847,600, in 1915 4,988,000 (Lahmeyer). The population was composed by Ukrainians, Jews, Poles and Lithuanians; by confession, the majority was Russian Orthodox, some Roman Catholic (c. 2 %), Jews (c. 10 %), or Old Believers. Economy . In 1884, 57 % of the area was farmland, 20 % covered by forest, 16 % pastorage. Main agricultural products included grain, sugar beets, potatoes, pears, nuts, tobacco. In 1882, 594 factories with a combined workforce of 39,403 industrial workers were counted in Kiev Gubernia; the largest industry was the beet sugar industry, followed by distillery, tobacco processing, machine industry (Meyer). In 1906, 45 % of the land was owned by peasant communities, 41 % by estate owners (the nobility; EB 1911). Culture . The Julian Calendar was reintroduced in 1800.
