History and Administrative Division . Tambov Oblast was created in 1937. Lipetsk Oblast was established in 1954, part of her territory carved out of Tambov Oblast.. Tambov Oblast borders on Ryazan in the north, on Penza and Saratov Oblast in the east, on Voronezh Oblast in the south and on Lipetsk Oblast in the west. Tambov Oblast is divided into 23 districts.
