History and Administrative Division . In 1928 Voronezh Gubernia became part of Central Black Soil Oblast. The latter was partitioned in 1934 into Kursk and Voronezh Oblast. In 1937 Tambov Oblast was split off. In 1954, Lipetsk and Belgorod Oblast were created, in part out of Voronezh territory.
