Uruguay 1918-1945


In 1919 a new constitution was passed; political stability was to continue for over a decade. Continuing the policy of two-time president JOSE BATLLE (-1915), Uruguay succeeded in reducing foreign debt, Uruguayan banks being able to extend most credits within the country. As a consequence, the international crises of 1923 was felt to a smaller extent in Uruguay than elsewhere. Uruguay established a welfare system; the country has been referred to as 'Latin America's only Welfare State'. The economic policy included nationalization of some sectors and protectionism, by raising import tariffs.
Uruguay gained world attention by winning the soccer contest in the Olympic Games of 1924, 1928 and the first soccer world cup in 1930.
The Great Depression of 1929ff had an impact on Uruguay, as the nation's exports dropped. In 1933, GABRIEL TERRA staged a coup d'etat. Under his dictatorial rule, labour legislation, the welfare system were extended, the policy of nationalization of industrial sectors continued.
Uruguay, a founding member of the League of Nations in 1920, joined World War II in 1945 by declaring war on Germany. As in World War I, Uruguay did not dispatch combat troops.
