"Let us ask : What is the purpose of this colonial policy ? If we get to the
bottom of it, we find the following aims : to find a channel for overproduction and overpopulation ...; the complaints of our producers not
to find sufficient markets for their products. Why is the demand insufficient ? Because ordinary people can not afford to
buy.... Because the goods can not be sold on the markets of the interior, the plan
is to secure markets abroad ..."
