Reichstagsakten 1888/89, 7. Lp., Vol. 121, Attachment 41: Collection of Documents pertaining the Uprising in East Africa, No.23: Report from the Imperial emissary in Brussels
Brussels, August 25th 1888

This morning Cardinal Lavagerie paid me a visit to ask me to make sure that the letter attached from the 24th of this month in which he asks for Germany's participation in the suppression of Africa's slave trade, will reach Your Excellency. He expressed his explicit regret that in consequence of the considerable exertion he had to suffer at his advanced age due to the journey, he could not take it upon himself to come to Berlin, as it would have been his wish, and to personally meet His Majesty. Cardinal Lavagerie has a stately appearance; his gentle and amiable character is not less engaging than his eloquence, supported by a sonorous, sympathetic organ, which speaks with deepest conviction for his cause.
He describes Ujiji located in the German sphere of interest on Lake Tanganyika as a center in the slave trade, and he wants to draw the attention of the Imperial government primarily on this place. He believes a corps of 500 men would suffice to destroy the slave trade there; simultaneously the import from overseas and the caravan transport of gunpowder and firearms would have to be prohibited.
The Cardinal expressed the hope, that his mission would also find a favourable reception from the German side, as it has found in England and Belgium. He remarked that the Germans would join in his cause he would promise all Germans who would come to Africa as researchers or colonists the support of his missions.
