The Diocese of Osnabrück was established in 772, as a suffragan to the Archdiocese of Cologne.
In the course of the Middle Ages, the bishops of Osnabrück acquired territory, and in 1235 were recognized as secular rulers of that territory, the Hochstift or Princebishopric of Osnabrück, as part of the Holy Roman Empire (since 1500 Westphalian Circle).
By the early 16th century it had become customary for one bishop to hold several dioceses simultaneously, so often the princebishop resided outside of the princebishopric.
Under the administration of protestant-minded bishops 1574-1623 the Lutheran Reformation was implemented in most parts of the princebishopric. From 1624 to 1633 an attempt to introduce the Counterreformation was made. From 1633 to 1648, the princebishopric was under Swedish occupation and Catholicism was suppressed.
In 1648 the Peace of Westphalia determined Catholics and Lutherans (relatives of the Dukes of Braunschweig-Lüneburg) to alternate as princebishop.
In 1803 the princebishopric was secularized, annexed by the Electorate of Hannover.

After a number of changes during the Napoleonic Wars, in 1815 the territory of the Hochstift Osnabrück (except for the exclave of Reckenberg, which was annexed by Prussia (Province Westfalen) was part of the Kingdom of Hannover (Landdrostei Osnabrück). In 1866 Hannover was annexed by Prussia, became the Prussian Province Hannover. In 1871 Prussia joined Unified Germany. In 1885 Landdrostei Osnabrück became Regierungsbezirk Osnabrück, to which Bentheim and Emsland were added.
From 1945 to 1949, Hannover (with Osnabrück) was under British Occupation. In 1946 Prussia was dissolved; Province Hannover became the core of the newly created Land Niedersachsen, which since 1949 is part of the Federal Republic of Germany. In 1978 the Regierungsbezirke Aurich, Osnabrück and Land Oldenburg were merged to form Regierungsbezirk Weser-Ems, which was dissolved in 2004.
